Fading and chalking on painted or factory-finished siding is normal over time and does not by itself indicate a need for replacement. But fading that has progressed to the point where the finish coat no longer sheds water — visible as water absorbing into the surface rather than beading off — means the protective finish has failed. Bubbling or peeling paint on wood or primed fiber cement siding is not a painting problem — it is a moisture problem.
